Preheat oven to 350 degrees.
In a mixing bowl, whisk together to combine the flours, flaxseed, baking powder, baking soda, salt and pepper, sweetener, hydrated chia seeds, garlic and onion powders.
In the another bowl, mix together the eggs, egg whites, buttermilk, and vinegar until just incorporated.

Bake at 350 degrees for 20 minutes or until golden brown. Allow the rolls or buns to cool before serving whole or slicing or halving horizontally to serve as sandwich or hamburger buns.
